Verschiedene andre Pläne, auch wohl Mangel an Geld, verzögerten die Ausführung dieses Projektes, bis vor etwa drei Jahren
der Sohn eines persischen Ministers, welcher sich Studien halber in Berlin aufhielt, den Auftrag bekam, vorläufig einen Regierun °-sdampfer
in Europa zu bestellen. Dieser wandte sich an verschiedene englische und deutsche Schiffswerften und entschlofs sich schliefslich für
den Entwurf der Aktiengesellschaft ,,Weser" zu Bremen, mit welcher Gesellschaft der Baukontrakt im Anfang des Jahres 1884 abgeschlossen
wurde. Am 1. Juli dieses Jahres wurde der Bau in Angriff genommen, und trat ich zur selben Zeit als Ingenieur in die Dienste
der persischen Regierung, um den Bau zu beaufsichtigen. Die ,,Persepolis", diesen Namen hatte der Regierungsdampfer beim
Stapellauf erhalten, wurde bis zum 1. Januar 1885 fertig gestellt. Gleichzeitig war noch ein Flufsdampfer bestellt worden , der hier
provisorisch zusammengeschraubt, nach abgehaltener Probefahrt demontiert und in Teilen auf die ,,Persepolis" verladen wurde, um später
in Persien an seinem Bestimmungsorte zusammengebaut zu werden. Die ,,Persepolis" ist ein Schraubendampfer von etwa 600 R. T. ,
besitzt eine Kompoundmaschine von 450 indizierten Pferdestärken, ist als Schuner getakelt und läuft im Mittel 9 Knoten pro Stunde.
Da nach dem ursprünglichen Projekt 5 Dampfer in Aussicht  genommen waren, diese aber schliefslich auf Einen reduziert wurden,
so sollte nun dieser eine auch allen Zwecken entsprechend ein gerichtet sein, und wurde diese sehr schwere Aufgabe von der
Erbauerin in der denkbar günstigsten Weise gelöst. Als Jacht für den Schah oder andre hohe Würdenträger des Reiches erhielt das Schiff eine höchst luxuriös eingerichtete Staatskabine ; um ihm ein kriegsschiffmäfsiges Aussehen zu geben-, wurde es mit einem Rammsteveh versehen und mit einer Armierung, bestehend aus 3 mit allem Zubehör versehenen gezogenen Kruppschen Stahlkanonen (7,5 cm) und 40 Gewehren nach Dreyses neuestem Patent ausgerüstet. In seiner Eigenschaft als Passagierdampfer erhielt das Schiff einen sehr schönen Salon nebst Kammern für 40 Passagiere I. Klasse, während die vorderen Zwischendecke für andre Passagiere hergerichtet werden konnten. Schliefslich konnten sämtliche unter Deck befindliche Räum
lichkeiten als Ladungsräume benutzt werden. — Die Besatzung bestand alles in allem aus 32 Mann.

Am 7. Januar fand die Probefahrt der ,,Persepolis" von Bremerhaven in See statt. Dieselbe lieferte sehr gute Ergebnisse und
wir waren somit klar, in See zu gehen. — Wir sollten jedoch schon hier einige Proben von der Promptheit der persischen Regierung in
Geschäftssachen kennen lernen. Durch unnütze Trödeleien und allerlei unsinnige Projekte, um möglichst viel bei Überführung des
Regierungsdampfers an Fracht zu verdienen, verzögerte sich unsre Abreise bis 17. März, an welchem Tage wir, mit Kohlen für eigene
Rechnung beladen, Deutschland verliefseu.

However misssing among them was the NAHANG, which had belonged to Lionozov enterprise and had been claimed by the Soviets as state property by virtue of their nationalization law. In the same month , the Soviets also returned to Iranian possession a number of other vessels , among which were the dreger MAZANDARAN, three cargo ship s with sails, and a tugboat. However , the Soviets did not return the tugboats ALMAS and MASHALAK, a floating crane , and the MAZADARAN's auxiliary boat, claiming thet all these units were sent to Russia for repairs [22]

The Soviet refusal was not going to deter Reza Khan in his naval quest. Still in 1924, he ordered the commander of the army in northern Persia to produce locally several vessels for duty in the Caspian. A 70 ton , useless, and decript vessel belonging to the Lionozov enerprise and laying at anchor at Chimkhaleh near Anzali was pressed into service. A multinational creew made of various exparties, including Polish , German, and Russian seamen, undertook the rehabilitation of the vessel. Armed with the two guns that were brought from the arsenal in Teheran thhe SEFIDRUD was commissioned in Feb 1925 for security patrol and intedirection of contraband.

Stationed at Piri Bazar the SEFIDRUD's  first major operation turned out to be the successful blockade of the Turkmen position neear Gorgan, whrere the Turkmens were fighting the Persian army. Upon return from this operation, the vessel was renamed the NAHANG, meaning ,,whale. Later , a 15-ton vessel , also belonging to the Lionozov enterprise was purchased by the Persian government , renamed the CHALUS, after a town in western Mazandran some 34 miles east southeast of Shahjsavar, Converted into a gunboat, the CHALUS, was commissioned in 1927 for patrol duty in the Caspian.

Along with those days, Colonel Ismail Khan Shafai was sent from Europe to Europe (where he was usually based in Germany) to buy airplanes and weapons and send them to Iran. After the news of the incident reaches Reza Shah, he orders a telegram to be sent to Col. Ismail Khan to carry out studies and preparations for the purchase of a military ship for use in the Mazandaran Sea and immediately inform the result.

Colonel Ismael Khan will succeed in getting a minesweeper named Fatiya, with a capacity of 171 people built in 1917 and belonging to the remnants of the German military fleet after the First World War, for £ 4,000 (equivalent to each pound). 50 Rials). Captain Abbas was interested in studying and writing, keeping several thousand bits of poetry from Iranian poets. He also has poems in the prologue of the Prophet of Islam (PBUH) and Imams who, along with 14 pictures and manuscripts, have been donated by his grandson to the Iranian Studies Foundation.

Cousin Abbas praised Muharram in the mourning ceremony, and his method of mourning is still used by the people in the southern provinces of the country.

He also liked music and played piano wrestling.

Nabeda Abbas died in Ahvaz on April 13, 1333, and was buried in the tomb of Ali bin Mahziir Ahwazi. On his grave, a bit is written in one of his poems:

The Soviet refusal was not going to deter Reza Khan in his naval quest. Still in 1924, he ordered the commander of the army in northern Persia to produce locally several vessels for duty in the Caspian. A 70 ton , useless, and decript vessel belonging to the Lionozov enerprise and laying at anchor at Chimkhaleh near Anzali was pressed into service. A multinational creew made of various exparties, including Polish , German, and Russian seamen, undertook the rehabilitation of the vessel. Armed with the two guns that were brought from the arsenal in Teheran thhe SEFIDRUD was commissioned in Feb 1925 for security patrol and intedirection of contraband.

Stationed at Piri Bazar the SEFIDRUD's  first major operation turned out to be the successful blockade of the Turkmen position neear Gorgan, whrere the Turkmens were fighting the Persian army. Upon return from this operation, the vessel was renamed the NAHANG, meaning ,,whale. Later , a 15-ton vessel , also belonging to the Lionozov enterprise was purchased by the Persian government , renamed the CHALUS, after a town in western Mazandran some 34 miles east southeast of Shahjsavar, Converted into a gunboat, the CHALUS, was commissioned in 1927 for patrol duty in the Caspian.
